Who We Are

Where We Are
Since iCare began in 1994 with one plan serving one Wisconsin county, iCare now offers multiple unique plans, serving over 40 Wisconsin counties.
The common thread? iCare is laser focused on serving those with low incomes and disabilities. And we’re good at it.
Common Goals
One reason iCare is growing in popularity among providers is that we have much in common with providers: we both serve society’s most vulnerable members and we are both incented in similar ways to continually improve outcomes.
For example, many providers place an emphasis on:
- Reducing preventable inpatient admissions and readmissions
- Appropriate use of emergency services
- Chronic disease management
- And dozens of other health measures
So does iCare, but we have learned that we are each much more effective when we work together.

Innovative Programs
Caring for this complex population involves solving for inter-related issues rooted in medical, behavioral health and social services needs. Layer on challenges based on income, literacy, physical environments and a host of other social determinants of health, and you realize this is not an easy problem to solve.
That’s why iCare has been a leader in developing innovative programs, partnering with Community-Based Organizations, and participating in studies through National Committee for Quality Assurance (NCQA) and others to combat these issues in unique ways. NCQA accredits and certifies a wide range of health care organizations and manages the evolution of HEDIS®, the performance measurement tool used by more than 90 percent of the nation’s health plans.
iCare successfully completed the NCQA-Certified HEDIS® Compliance Audit™ in 2019.
iCare conducts our own market research and focus groups to gain insights into the needs and preferences of our members and stakeholders. Additionally, we conduct market studies of long-term care providers.
