Stakeholder Planning Advisory Committee (SPAC)

The purpose of the Stakeholder Planning Advisory Committee is to create a means for providers and other stakeholders to participate in Independent Care Health Plan program design, including but not limited to the following areas:

  • Benefits planning
  • Department of Health Services ("DHS") initiatives
  • Value-added services
  • Provider-plan relations
  • Quality and value-based purchasing metrics
  • Provide input to the Quality Management / Quality Assurance and Performance Improvement programs

SPAC Members

iCare Board Representative: Anita Holloway, MD, MBA, Market Vice President and Medical Officer, Humana
Ms. Holloway is a physician executive and clinician with more than 25 years’ experience caring for and helping providers, employers, health plans, individual patients, and community leaders obtain appropriate care and address the needs of patients. Ms. Holloway’s areas of expertise include healthcare management, evidenced-based medicine, strategic planning, advocacy, interdisciplinary collaboration, project management, disease management and data analysis. Ms. Holloway received her MD at the Jefferson Medical College of Thomas Jefferson University and her MBA in Health Management from The Johns Hopkins University – Carey Business School.

Chairperson and iCare Board Representative: Teri Zywicki, MSW, CEO & President, Milwaukee Center for Independence
Ms. Zywicki became the CEO and President of the Milwaukee Center for Independence in 2018. Prior to this position, Zywicki spent 16 years as President and CEO of SaintA, a behavioral health and human services agency. Under her leadership, the agency created a charter school in 2004 that now serves 300 children. In 2009, it won the contract to provide child welfare services for the city of Milwaukee — a change that helped triple its staff to nearly 500. Ms. Zywicki received her Master of Social Work degree at the University of Wisconsin – Milwaukee.

Amy Mlot, Public Relations and Program Development Director, Society’s Assets, Inc.
Ms. Mlot is an accomplished Public Relations Director with extensive experience in developing, implementing, and administering human resources policies. Ms. Mlot has excellent communication and interpersonal skills, allowing for successful relations with employees at all levels. She is a Board Member of the Kenosha County Workforce Development Board and a Board member of the Southeast Wisconsin Workforce Development Board (SE WI WDB) – Kenosha, Racine & Walworth Counties. Ms. Mlot received her BS in Human Development from the University of Wisconsin – Stout.

Coleen Schmidt, RN, VP Clinical Services, Horizon HHSince 1999, Ms. Schmidt has provided leadership to the Horizon Home Health Clinical team. Her education consists of a BA from the University of Wisconsin – Milwaukee and a BS in Nursing from Carroll College and Columbia College.

Ginger Reimer, Board Member, Wisconsin Personal Services AssociationMs. Reimer served as the Program Director of the largest Personal Assistance Services (PAS) program in Wisconsin at Independence First in Milwaukee. As a former supervisor and caregiver, she knows the ramifications of the personal care workforce industry from all angles. Ms. Reimer has served as a past president and board member for several years for Wisconsin Personal Services Association (WPSA). She also serves as a board member for the Wisconsin Long-Term Care Workforce Alliance. Ms. Reimer serves on the implementation committee and is current chair of the Self-Directed Personal Care Committee of the advisory council for DHS - Wisconsin IRIS (Include, Respect, I Self-Direct) Program.

Julie Dixon-Seidl, Coordinator of SSI Managed Care External Advocacy, Disability Rights Wisconsin
Ms. Dixon-Seidl has been the coordinator of the SSI Managed Care External Advocacy Project since it began in 2005. She provides SSI-related Medicaid Managed Care enrollees with information about and the rights and responsibilities of enrollment in Medicaid HMOs. Ms. Dixon-Seidl investigates complaints, including the denial, reduction or termination of services by the HMO, and provides advocacy and representation. Ms. Dixon-Seidl has assisted people in becoming eligible for various government benefits for over 35 years, including children and seniors, people experiencing homelessness and people with disabilities including HIV/AIDs. She received her BS in Social Work from the University of Wisconsin – Milwaukee.

Kelly Richards, APNP, Outreach Community Health Center
Ms. Richards believes in a holistic approach to healthcare to ensure that all aspects of an individual's needs are considered when planning for their care. Ms. Richards enjoys empowering patients through health promotion and health education for the most positive health and life outcomes. She strongly believes in the importance of developing a good patient-provider partnership to allow patients to take control of their health. Ms. Richards received her MS as a Clinical Nurse Specialist in Women’s Health from the University of Wisconsin – Milwaukee and her Post Masters Nurse Practitioner Certificate in Family Practice Nursing from the University of Wisconsin – Milwaukee.

Lori Russum, RHIA, MSMOB, Contract Administrator, ThedaCare
As the Contract Administrator at ThedaCare, Ms. Russum manages and negotiates contracts between physician-hospital organizations and providers as well as contracts between payors and employment groups. Ms. Russum serves as the provider relations representative for the physician-hospital organization provider network. She also manages data collection for financials, membership, and various contract activities. Ms. Russum received her BS in Medical Records from Viterbo University.

Lynn Godec, MSW, Executive Director, Shorehaven BH
Ms. Godec has served as the Executive Director of Shorehaven Behavioral Health since 1999. Prior to this position, Ms. Godec has worked as a therapist, pregnancy counseling social worker and coordinator of child abuse prevention. Ms. Godec received a MSW in Social Work from the University of Wisconsin – Milwaukee.

Roger Asija, MSMFT, CSAC, NCGC II, Licensed AODA Counselor WCS/Unlimited Potential
Mr. Asija is a substance abuse counselor in Milwaukee, Wisconsin that specializes in substance abuse counseling.

Steve McCarthy, President & CEO, Curative Connections, Inc.
Mr. McCarthy is a broadly experienced professional with proven accomplishments in complex non-profit programs and organizational advancement initiatives. Mr. McCarthy is committed to a mission of social responsibility and a vocation of service. He has professional experience in service administration, relationship management with funders and other constituents, contract analysis and negotiation, new program start-up and product introduction to the market, principled leadership, branding and identity, and governmental relations. Mr. McCarthy received a MA in Writing from Illinois State University.

Todd Costello, BSN, MSN, Executive Director, Community Living Alliance
Mr. Costello has been the Executive Director of Community Living Alliance since 1999. Community Living Alliance is a community-based, non-profit organization providing services and community resources for all people with disabilities and chronic illnesses and for older adults. He received a BSN in Nursing at Thomas Jefferson University and a MSN in Nursing at Drexel University.

Dr. William Gerard, Family Medicine
Dr. William Gerard is a family medicine doctor in Milwaukee, Wisconsin. He received hismedical degree from Kansas City University College of Osteopathic Medicine and has been in practice for more than 20 years.
